Joyce Elaine O’Neil, 77, of Donna St, Westernport, passed away Monday, November 24, 2014 at Western Maryland Regional Medical Center, Cumberland, with her family at her side.

Born August 31, 1937 in Westernport, she was the daughter of the late Russell and Ruth Esther (Westfall) Raines.  She was also preceded in death by her husband Paul O’Neil Jr, two brothers, Russell Raines and Bob Raines, a brother-in-law, Bob Kooken and her dog, “Trucker”

Joyce was a dedicated homemaker and military spouse.  She gladly served her country as her husband did.  She was a devoted mother, grandmother, and great grandmother.  Joyce also loved to cook and nobody left her home hungry.  Her joy was having her grandkids around her.

She leaves behind a son, James O’Neil and wife Melody of Westernport, three daughters, Lisa Kay Green and husband Bob of Westernport, Donna Shaffer and husband Mike of Prince George, VA, Kimberly Kyle and husband Roy William Jr of New Creek, WV, a brother, Donnie Raines of Barton, two sisters, Jean Alkire of Cumberland, and Karen Stafford of Magadora, OH, with whom she had a special and loving relationship.  She is also survived by a sister-in-law, Darlene Kooken of Cumberland, nine grandchildren, Renee O’Neil, James Paul O’Neil Jr, Pamela Ann O’Neil, Courtney Marie Boyles, Nichole Moran, Morgan Green, Michael Frederick Porter, Laura Elizabeth Carlomany and Derek William Kyle and nine great grandchildren.

Friends and family will be received at the Boal Funeral Home, Westernport, on Wednesday, November 26th from 2 to 4 and 6 to 8 PM.  A funeral service will be conducted at the funeral home chapel on Friday, November 28th at 1:00 PM, with Pastor Steffan Carr officiating.

Interment will be at Maryland Veterans Cemetery, Rocky Gap, at a later date.

In lieu of flowers, memorial contributions may be directed to the Tri-Towns Rescue Squad, Westernport, MD.

The family would like to extend special thanks to the Western Maryland Health Systems staff for the compassionate care given to Joyce during her stay there.
