Dessie Elizabeth “Frannie” Welsh, 83, of Bloomington went to be with her Lord on September 18, 2017.

Frannie was born February 9, 1934 in Bloomington. She was the daughter of the late Walter and Mary (Moorehead) Mitter. She was also preceded in death by her wonderful husband, Bill Welsh; her brothers, Bobby Mitter, Bill Mitter, Charles “Coon” Mitter; and her sisters, Grace Boettner and Dolly Dean.

Frannie loved her Lord, her family and her community. She served her Lord by lovingly serving her church and community. She was an active and devoted member of the Bloomington United Methodist Church, she served in any way that she was needed. She and her husband, Bill were instrumental in founding the Bloomington Awareness Group. Frannie served selflessly in planning and carrying out activities and events in her church and her community. She always looked forward to Bloomington Days and the annual Bloomington Christmas tree lighting event. Frannie will be missed by her family and her community.

Frannie leaves behind her son, William “Billy” Welsh and daughter-in-law, Linda of Oakland; her daughter, Sally McClintock of Bloomington and son-in-law, James McClintock of Westernport; her grandchildren, Chris Welsh and wife, Rhonda of Oakland, Brooke McClintock and fiancé, Cody Morton of Westernport, Destinee McClintock of Bloomington; and one great granddaughter, Callie Rae Welsh. She also leaves behind two step great grandchildren, Skyler and Jordyn Nichols of Oakland. She is also survived by her brother, Jack Mitter and his wife, Ann of Franklin; a brother-in-law, Frank Welsh and his wife, Florence of Keyser; and numerous nieces and nephews.

Friends and family will be received at the Boal Funeral Home, Westernport on Wednesday, September 20th from 2 to 4 pm, 7 to 9 pm and Thursday, September 21st from 2 to 4 pm and 7 to 9 pm. A funeral service will be conducted on Friday, September 22nd at 12:00 pm at the Bloomington United Methodist Church with the Rev. Thomas Matthews and Mark Hickman officiating. Family and friends will be received one hour prior to the service at 11:00 am.

Interment will be in Bloomington Cemetery, Bloomington.

In lieu of flowers, memorial contributions may be directed to the Bloomington United Methodist Church building fund.
